Cambodia is currently situated in a unique spot in the francophone world. Never before has the Kingdom of Cambodia served as President of the Ministerial Conference of La Francophonie (CMF), nor has it ever hosted the 20th Summit of the Organisation internationale de la Francophonie (OIF). This honor, coming to pass in November of 2026, will be bestowed upon Cambodia twice within a single year, marking only the second time in the history of the event that it will take place in Asia since 1997 in Hanoi.
From Handover to Chairmanship
Cambodia took up its presidency in November 2025, when Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation Prak Sokhonn took over the CMF presidency from France at the 46th Ministerial Conference in Kigali, Rwanda. As he took over his new role, Sokhonn stated that Cambodia would have two main objectives for the year: guiding the Ministerial Conference as its president and hosting the 20th Francophonie Summit, which is the supreme decision-making institution of the organization. Chaired 47th Extraordinary Session in Paris
The most significant event in the leadership of Cambodia so far was when Prak Sokhonn chaired the 47th Extraordinary Session of the Ministerial Conference of La Francophonie in Paris on June 30, 2026. All the foreign ministers and officials dealing with Francophonie matters from the 53 OIF member countries participated in the meeting, either physically or via video link. (AKP)
The event was no less than a real one because it took place in the form of a public hearing for the four candidates who were contesting to take up the post of the OIF Secretary General for the term 2027-2030 following Louise Mushikiwabo. The delegations utilized the platform to evaluate the vision and programmes of the four candidates before submitting their recommendations to their respective heads of state and government prior to the voting ceremony at the summit of Phnom Penh in November. Along with participating in the event at Paris, Prak Sokhonn also attended a number of bilateral meetings with other member states to enhance relations between them and also to provide an update on the preparations for hosting the summit later in the year. (Khmer Times)
Hosting the 20th Summit in Phnom Penh
The climax of the chairmanship is expected to culminate in November 15-16, 2026, when the 20th Francophonie Summit takes place in Phnom Penh, Cambodia. The hosting of the summit has been moved from Siem Reap, where it was initially scheduled to take place, to the capital city in order to create favorable conditions for organizing both the main event and side events of the summit. The summit is highly symbolic for Cambodia. King Norodom Sihamoni has announced that the summit will be held in memory of his father, King Father Norodom Sihanouk, who was involved in the establishment of the organization and loved French language. When addressing the 19th Summit in France in 2024, King Sihamoni stated that “the Khmer smile will be the smile of the Francophonie” in 2026. This motto has been adopted by the summit already. The summit will be organized under the slogan “Reinvesting in Peace for Shared Prosperity and Sustainable Stability” and will gather leaders of state and government from the OIF member nations and territories. In addition to the main plenary meetings and the 47th Ministerial Conference, side events like “FrancoTech” innovation forum and the “Francophonie Village” cultural show are expected to be held parallelly. Why This Role Matters
Several elements make Cambodia’s chairmanship significant beyond protocol:
- Leadership selection: Cambodia is directly steering the process that will determine who leads the OIF for 2027–2030, a decision with lasting consequences for the organization’s direction.
- Return to Asia: The summit’s return to the region after 29 years — the last being Hanoi in 1997 — underscores the Francophonie’s efforts to strengthen its footprint beyond Africa and Europe.
- Economic weight: OIF officials have highlighted that the Francophonie community represents roughly 16 percent of global GDP and 20 percent of global trade, giving Cambodia’s hosting role added economic and diplomatic significance. (Khmer Times)

Conclusion
It is indeed very uncommon that the presidency of the Ministerial Conference as well as the hosting of the 20th Summit of the Francophonie should occur simultaneously, bringing with them both prestige and important tasks of diplomacy. Cambodia is sending a signal that it aspires to greater involvement on the multilateral scene by choosing the position of host of the election of the next Secretary-General of the OIF, as well as by welcoming the numerous delegations of heads of state and government in Phnom Penh.
